Our Physicians & Management

All five doctors are Board Certified in dermatology and are members of the American Academy of Dermatology and the American College of Mohs Surgery.

Together they have over forty years of medical experience and have treated more than 70,000 skin cancers.

Mark L. Welch, M.D.
Dr. Mark Welch was graduated from the New York Medical College and served for thirteen years in the U.S. Army Medical Corps. He completed a residency in Dermatology at Walter Reed Army Medical Center and a fellowship in Mohs Micrographic Surgery at Brooke Army Medical Center.
Andrew D. Montemarano, D.O.
 Dr. Andrew Montemarano is a graduate with honors from the Philadelphia College of Osteopathic Medicine. He served nine years in the U.S. Army Medical Corps as a Brigade Surgeon in the Republic of South Korea, clinical investigator at the Walter Reed Army Institute of Research, and staff dermatologist at the Walter Reed Army Medical Center. He has completed a fellowship in Mohs Micrographic Surgery under the direction of Donald J. Grande, M.D. of Boston University Medical School.

Charles B. Toner, M.D.
Dr. Charles B. Toner is a graduate of the Uniformed Services University of the Health Sciences and retired from the U.S. Navy after 29 years of service. He last served as Chairman of Dermatology and Chief of Mohs Surgery at the National Naval Medical Center in Bethesda and as Dermatology Consultant to the U.S. Congress. He has completed a fellowship in Mohs Micrographic Surgery at the Skin Cancer Center in Winston-Salem, North Carolina.


Rosemarie H. Liu, M.D.
Dr. Rosemarie H. Liu received her degree from Eastern Virginia Medical School. Following an internship at Yale-New Haven Medical Center, she completed a dermatology residency and procedural dermatology (Mohs) fellowship at the University of Wisconsin (UW) Hospital and Clinics in Madison, WI. After serving as co-chief resident, she was a clinical instructor in the UW Department of Dermatology.

Pavan K. Nootheti, M.D.
Dr. Pavan K. Nootheti is a graduate of The George Washington University Medical School. He completed a General Surgery internship at The University of Virginia Medical Center, a Dermatology residency at Howard University Hospital, a cosmetic dermatologic surgery fellowship in San Diego at Cosmetic Laser Dermatology followed by a fellowship in Mohs Micrographic Surgery at The Northwestern Skin Cancer Institute. He is currently the Chief of Dermatologic Surgery at the Veterans Affairs Hospital in Washington, DC, and Associate Professor at Howard University Hospital and George Washington University.

Steve Cooper
Director of Technology

Steve Cooper was born and raised in Columbia, SC. He enlisted in the Navy in 1983 where he spent six years working as a Navy corpsman. He was honorably discharged in 1989 and started work at the Skin Cancer Surgery Center as the original employee. Currently, he manages the laboratories and is our Director of Technology. Steve resides in Germantown MD and has one son, Brandon. He is an avid sports fan and enjoys playing basketball and following his sports teams: Clemson, Lakers, Redskins, and Dodgers.


John Garza:
Director of Resources

John Garza served five years in the U.S. Army as an Ophthalmology assistant, medic and the Non-Commissioned Office in Charge of a multi-specialty clinic at Fort Meade, Maryland. He is a magna cum laude graduate from Southern Illinois University with a degree in Health Care Administration. He has worked at the Skin Cancer Surgery Center (SCSC) since 1991 and loves his work. When he is not slaving away at the SCSC he enjoys spending time with his family, coaching soccer, the outdoors, volleyball and reading.
